Project Name & Scope of the project:
Appointment of the Concessionaire for Implementation of Chhindwara Cluster Street Light Project on Design, Built, Finance, Operate & Transfer (DBFOT) Basis.
Chhindwara Municipal Corporation (the “Lead ULB”), in its endeavor to improve the street light network system in Chhindwara cluster, has undertaken concerted efforts to upgrade and rehabilitate cluster’s existing street light network and provide a new smart infrastructure. The Chhindwara cluster comprises of 25 (twenty five) urban local bodies (the “Participating ULBs”) in the State of Madhya Pradesh, i.e. Amarwara, Neuton Chikhli Kalan, Dongar Parasia, Mohgaon, Lodhikheda, Piplanarayanwar, Bichua, Harrai, Jamai, Chandameta- Butaria, Badkuhi, Chhindwara, Sausar, Pandhurna, Chand, Chaurai Khas, Damua, Gadarwara, Kareli, Salichouka(Babai Kala, Narsimhapur, Chichali, Tendukheda, Gotegaon, Saikheda (the “Chhindwara Cluster”). The Lead ULB is acting as a nodal agency for all Participating ULBs covered in the Chhindwara Cluster. The Lead ULB has received UADD, GoMP approval and support for the project.
The primary objective of the project is to replace existing energy consuming street lights with more energy efficient light emitting diode (the “LED”) bulbs and to install smart control and monitoring network in order to achieve substantial reduction in the energy consumption and carbon emission at Participating ULBs. The Lead ULB is developing this street light project in Chhindwara Cluster on the DBFOT basis(the “Project”). Project implementation has been divided into two phases, i.e. (1) Development Period of 1(one) year and (2) Operations Period of 7 (seven) years. It shall be compensated by the Lead ULB by way of payment of saved energy cost at a rate of fixed electricity units multiplied at electricity unit rate prevalent in a specific month that would be applicable in Chhindwara Cluster during the Operations Period, on a monthly basis (the “Energy Savings”). The annual premium payable or the grant sought by the Neev at the signing of the Concession Agreement.
Current Project Status:
Over 30000 lights with more than 450 CCMS Panel along with infrastructure upgrade equipment’s are installed over the 25 ULBS.
